City of Fort Worth - Downtown Urban Design District

Summary: On December 11, 2001, the City Council adopted an ordinance establishing the Downtown Urban Design District, an overlay zoning district designed to facilitate desirable development in Fort Worth’s central business district. The ordinance also created a Downtown Design Review Board to review new construction and certain renovations with respect to Downtown Urban Design Standards. Walkable streets, visible storefronts, active public spaces, and a vibrant mix of activities make Downtown Fort Worth’s Sundance Square and other memorable urban districts throughout the country a success. The basic design characteristics found in these areas are not new concepts, but their merits continue to attract greater attention. Many residents and businesses seek these active environments in which people live, work, and play. The Downtown Urban Design District intends to bring that vibrant atmosphere, investment activity, and strong sense of place to other parts of Downtown through the creation of an overlay zoning district and establishment of design standards. Such standards are designed to accommodate pedestrian and vehicle access, create a pedestrian-friendly atmosphere, maintain the urban building edge, encourage street level activity, link Downtown areas and adjoining districts, and encourage diversity. The Downtown Design Review Board (DDRB) reviews all plans for compliance with the building edge and sign and banner requirements contained within the Downtown Urban Design Standards. City staff reviews the plans for compliance with the walkway areas and landscape requirements. The Downtown Design Review Board consists of six members, three regular members and three alternates. Membership includes an architect, real estate professional, and Downtown owner/manager for both the three regular members and the three alternate members. A quorum of three members and a vote of two out of the three is required for approval of an application. Upon approval, the applicant receives a Certificate of Appropriateness, and must meet any other City requirements. Applicants proposing renovations to an historic structure are required to appear before the Historic and Cultural Landmarks Commission.
