City of Wylie - Residential Design Standards

Summary: In developing new design standards for residential zoning districts, the City of Wylie focused on creating a menu of options for developers to choose from, with the end goal being innovative, unique neighborhoods. The standards are based on a point system, establishing the base number of points required, and providing the developer with several different options on how those points may be achieved. The design standards are divided into three categories: land design standards, street and sidewalk standards, and architectural standards. Each category has a minimum number of required points that can be accumulated through various elements within the category. As an example, the base standard for sidewalk material is concrete. The addition of 20% special paving in the sidewalk merits 10 points. The administration of this ordinance does take more staff time than would a more conventional zoning ordinance; however, it is the goal of both the community and staff to eliminate “cookie cutter” residential developments and to institutionalize a much more variable, creative process. The developers have reacted positively to the flexibility they have in achieving their points and creating the character of their neighborhood.
