City of Wylie - Nonresidential Design Standards
| Summary:
In developing new design standards for nonresidential zoning districts, the City of Wylie focused on creating a menu of options for developers to choose from, with the end goal being to create commercial development that compliments the core downtown historic district. The standards are based on a point system, establishing the base number of points required, and providing the developer with several different options on how those points may be achieved. The design standards are divided into three categories: site design standards, landscaping standards, and architectural standards. Each category has a minimum number of required points that can be accumulated through various elements within the category. Certain of the point options are deemed more desirable, and are therefor worth a greater number of points. As an example, in order to encourage nonresidential buildings to be built at the front building line, with parking at the rear, a total of 20 points out of the required 60 points within the site design category can be accumulated. The new code also established a base requirement of 100% masonry as well as articulation and form requirements. The code also requires the architecture to be compatible with surrounding neighborhoods. The administration of this ordinance does take more staff time than would a more conventional zoning ordinance; however, it is the goal of both the community and staff to raise the bar on the design standards for nonresidential development. The developers have reacted positively to the flexibility they have in achieving their points. The overall end effect is worth the effort. |
