| Summary:
This ordinance builds on Downtown Plano’s historic character, identity as a center of government and cultural activities, and light rail access to promote the creation of a transit village in a suburban city. The ordinance allows urban density apartments over commercial space, urban town homes, live/work spaces and pedestrian scale retail and office uses. Reductions in setbacks and parking requirements and increased densities, lot coverage and floor area ratios are hallmarks of the ordinance. The ordinance requires wider sidewalks, but allows stoops, balconies and outdoor dining areas to be located within the public rights-of-way. Transitions from surrounding historic neighborhoods are addressed through building height setbacks and parking garage and lot screening. |
