Land use planning involves making tough decisions that will affect a community’s growth and development patterns for decades to come. Until now, civic leaders, elected and appointed officials, property owners, Property owners, stakeholders and interested citizens, involved in the land use planning process have not had the tools or information to explore the impacts of these decisions.
Community Health and Resource Management, known as CHARM, is a scenario planning application that gives its users the power to map and analyze growth of an area. Based in Geographic Information Software, CHARM allows participants to create future scenarios of their targeted location that will help guide future planning decisions.
Using different development styles representing a range of land development patterns and uses, participants use their fingers or an interactive pen to paint their future scenario. CHARM is based on simple algorithms that model and quantify development impacts. The algorithm used to create scenarios in the CHARM application allow users to observe real-time changes from indicators, assumptions, and charts.
The CHARM application is easy to use and has been used by Planners, City Officials/Managers, Councils, Citizen groups and many more.

The CHARM interactive table lets you paint land use types with your finger. Statistics like population, jobs, water use, school loading, and more are updated in real time. Change a neighborhood to industrial and see how that affects water quality.
